The Council for the Welfare of Children (CWC), an agency under the Department of Social Welfare and Development (DSWD), launched the 4th National Plan of Action for Children (NPAC) on Thursday, (November 14) in Valenzuela City.

The 4th NPAC presents a strategic framework from 2023 to 2028 that progressively enhances children’s rights to survival, development, protection, and participation.

“Ito po yung parang game plan ng ating pamahalaan na susundin ng national government agencies, ng mga local government agencies, at katulong na rin ng ating mga private sector-partners kung paano pangalagaan ang karapatan at kaligtasan ng mga bata,” CWC Executive Director Undersecretary Angelo Tapales said in his message during the event.

The CWC, in collaboration with UNICEF, developed the plan through children’s workshops and discussions involving government agencies, civil society organizations, non-government organizations, development partners, children, and other stakeholders.

In addition to the action plan, the CWC launched the Local Council for the Protection of Children (LCPC) Toolkit.

This toolkit will guide local government units (LGUs) in developing their programs and policies for children. The toolkit aligns with the standards set by the CWC. It includes resources for creating Local
Development and Investment Plans, local codes, and State of Children Reports to promote child-friendly governance.

Undersecretary Tapales officially handed over the two documents to Valenzuela City Mayor Wes Gatchalian during a symbolic ceremony, signifying the readiness of LGUs to implement the plans for children.

The event was part of the 32nd National Children’s Month (NCM) celebration, which has the theme” “Break the Prevalence, End the Violence: Protecting Children, Creating a Safe Philippine.” # (AKDL)

Inilunsad ng Council for the Welfare of Children (CWC), ng Department of Social Welfare and Development (DSWD), ang ika-4 na taon ng National Plan of Action for Children (NPAC) nitong Huwebes (November 14) sa Valenzuela City.

Ipapakita ng 4th NPAC ang strategic framework nito mula taong 2023 hanggang 2028 kung paano naging progresibo ang karapatan ng mga kabataan para sa survival, development, protection, at participation ng mga ito.

“Ito po yung parang game plan ng ating pamahalaan na susundin ng national government agencies, ng mga local government agencies, at katulong na rin ng ating mga private sector-partners kung paano pangalagaan ang karapatan at kaligtasan ng mga bata,” ayon kay CWC Executive Director Undersecretary Angelo Tapales.

Ang CWC, sa pakikipagtulungan na rin ng UNICEF, ay lumikha ng plano sa pamamagitan ng children’s workshops at discussions, kabilang na ang iba’t-ibang ahensya ng gobyerno, civil society organizations, non-government organizations, development partners, children, at iba pang stakeholders.

Bilang karagdagan naman sa ginawang action plan, naglunsad din ang CWC ng Local Council for the Protection of Children (LCPC) Toolkit.
