The Department of Social Welfare and Development (DSWD) on Thursday (December 5) lauded 10 municipalities for their exemplary contributions and creativity in showcasing the impact of Project LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished).
Special Assistant to the Secretary (SAS) Maria Isabel Lanada said these local government units (LGUs) were the winners of a recently-concluded reel-making contest initiated by the DSWD.
The competition, as explained by SAS Lanada, aimed to raise the importance of community-based projects in alleviating poverty, food insecurity, and the greater issue of climate change.
“Ito pong mga winners natin, masisipag pong nagpakalat ng kanilang magagandang karanasan ng ating mga beneficiaries under Project LAWA at BINHI,” SAS Lanada said during the Thursday Media Forum held at the New Press Center in DSWD Central Office.
The awarding of the 10 LGUs last December 2 at the National Convention on Project LAWA at BINHI also marked the celebration of the project’s first anniversary.
The winning municipalities were Tagoloan in Misamis Oriental (1st Place); Santa Catalina in Negros Oriental (2nd); Monkayo in Davao de Oro (3rd); Braulio E. Dujali in Davao del Norte (4th); Siayan in Zamboanga del Norte (5th); Lebak in Sultan Kudarat (6th); Carmen in Cotabato (7th); Ilagan in Isabela (8th); Godod in Zamboanga del Norte (9th); and Compostela in Davao de Oro (10th).
All the 10 winning LGUs received solar-powered water filtration equipment from Pure H2O and Php 30,000 cash incentives.
SAS Lanada said the DSWD will continue to leverage on Project LAWA at BINHI’s Cash-for-Training/Work (CFT/W) to raise awareness on climate change and disaster preparedness, particularly among vulnerable communities.
“Kasi ang mga mahihirap, kailangan natin i-empower, yung alam rin nila yung pagmamahal do’n sa kalikasan while promoting food and water security,” SAS Lanada told reporters.
SAS Lanada emphasized that the formula to properly address disaster is to lessen the vulnerabilities of communities and increase their capacity.
The Project LAWA at BINHI is the brainchild of Secretary Rex Gatchalian that focuses on mitigating the impact of food insecurity and water scarcity caused by the El Niño while preparing for the potential effects of the rainy season.
Aside from training on sustainable farming, the project also provides Learning and Development Sessions (LDS) on Climate Change Adaptation and Mitigation and Disaster Risk Reduction (CCAM-DRR).
The Project LAWA and BINHI was cited by President Ferdinand R. Marcos Jr in his 3rd State of the Nation Address (SONA) prompting Secretary Gatchalian to say that “our small idea has become a SONA program.” # (LSJ)

Pinapurihan ng Department of Social Welfare and Development (DSWD) ang sampung munisipalidad sa mga naging kontribusyon nito na nagsilbing ehemplo sa programa ng LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished).
Ayon kay Special Assistant to the Secretary (SAS) Maria Isabel Lanada mga local government units (LGUs) ang mga nagsipagwagi sa katatapos na reel-making contest na isinagawa ng DSWD.
Ang nasabing kumpetisyon ay naglalayong iangat ang kahalagahan ng mga community based project na makapagpapagaan sa kabuhayan ng mga mahihirap at apektado ng nagbabagong klima o climate change.
“Ito pong mga winners natin, masisipag pong nagpakalat ng kanilang magagandang karanasan ng ating mga beneficiaries under Project LAWA at BINHI,” sabi ni SAS Lanada sa ginanap na Thursday Media Forum sa DSWD New Press Center.

Kasabay nito, sinabi ni SAS Lanada na patuloy na isusulong ng DSWD ang pagpapalakas ng Project LAWA at BINHI’s Cash-for-Training/Work (CFT/W) upang mai-angat ang kamalayan ng mamamayan sa climate change at disaster preparedness, partikular na rito ang mga nasa bulnerableng komunidad.
