The head of the National Council on Disability Affairs (NCDA), an attached agency of the Department of Social Welfare and Development (DSWD), urged the public to report individuals or groups facilitating the sale and illegal use of fake persons with disability ID cards in order to avail of the benefits and privileges provided for under Republic Act (RA) 10754, also known as “An Act Expanding the Benefits and Privileges of Persons with Disability.”
“Kami po ay nananawagan sa publiko. Alam naman natin na yung proliferation ng fake IDs, tayo yung nag-bare ng burden, ganun na rin yung mga lehitimong miyembro ng sektor ng mga may kapansanan kaya nananawagan po kami sa publiko na kung may kakilala sila na mga hoarder ng mga fake persons with disability IDs, i-report lang po sa National Council on Disability Affairs,” NCDA Executive Director Glenda Relova said during the DSWD’s Thursday Media Forum on January 9 at the Central Office’s New Press Center.
The public may report incidents involving the sale of fake persons with disability IDs to the NCDA through their email, council@ncda.gov.ph or through their social media pages.
Concerned citizens may also report to the Persons with Disability Affairs Office (PDAO) under their local government units (LGUs) or to any law enforcement agency.
In the Media Forum, the NCDA chief discussed the benefits and privileges of persons with disabilities that are mandated by RA 10754.
The salient features of the law include the 20 percent discount and exemption from Value Added Tax (VAT) on the purchase of certain goods and services; reiteration of the rights of persons with disability to avail social insurance; educational assistance; special discounts in the purchase of basic necessities and prime commodities; and express lanes in all commercial and government establishments.
RA 10754 covers restaurants; recreation centers, such as theaters, cinema houses, and concert halls; and lodging establishments; such as inns, motorist hotels, and dormitories.
The law also applies to the purchase of medicines and foods for special medical purposes; medical and dental services, including laboratory fees and professional fees of attending doctors; domestic air, sea, and land transportation travel; and funeral and burial services.
Persons with disabilities can also avail of a 5 percent discount on basic necessities and prime commodities (BNPCs).
Director Relova said that the council will implement a unified ID system to curb the sale of fake persons with disability IDs to ensure that the provisions of the law will not be abused. (AKDL)

Sabi ni Exec. Director Relova, maaaring i-email sa , council@ncda.gov.ph or sa NCDA social media pages ang mga reklamo kaugnay ng mga ilegal na pagbebenta ng fake persons with disability IDs.
Bukod sa NCDA maaari ding magreport sa tanggapan ng Persons with Disability Affairs Office (PDAO) na nasa local government units (LGUs) o sa awtoridad.
Ipinaliwanag din ni Exec.
