Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian emphasized on Monday (January 13) that the new First 1,000 Days (F1KD) of Life conditional cash grant under the Pantawid Pamilyang Pilipino Program (4Ps) is not a dole-out program.
In an interview over PTV’s Bagong Pilipinas Ngayon, the DSWD chief explained that the 4Ps F1KD grant aims to help household-beneficiaries, especially those living in far-flung areas, to access services for education and health.
“Ito ay isang mekanismo na andyan para tulungan sila sa cost ng pag-avail nung services. Whether we like it or not, malayo yung mga health center kung minsan sa mga far flung areas natin, malayo yung schools, kailangan may tulong pinansyal para ma-avail nila yung mga services na iyon,” Secretary Gatchalian explained.
The DSWD chief pointed out that the monthly F1KD health grants worth Php350 will be beneficial to 4Ps beneficiaries who are pregnant as well as households that have children from 0 to 2 years old to help defray the cost of availing essential health and nutrition expenses during the critical period of a child’s life.
“Masyadong maliit yung grants para magbuntis ka o magkaroon ka ng anak, but rather ito ay tulong natin sa kanila na matustusan yung gastos na magko-commute papunta sa health center,” Secretary Gatchalian pointed out.
To receive the monthly F1KD grants, qualified 4Ps beneficiaries must comply with the conditionalities of the program including the availing of pre-natal services at DOH-accredited health facilities, tracking pregnancy and receiving ante-natal care services, child birthing or delivery at a DOH-accredited health facility, attending post-natal visits, participating in counseling sessions, and obtaining micronutrient supplements and immunizations.
Launched in 2008 and institutionalized by Republic Act (RA) 11310 in 2019, the 4Ps is the national poverty reduction strategy and human capital investment program that provides conditional cash transfer to poor households for a maximum period of seven years to improve their children’s health, nutrition and education.
The 4Ps F1KD is set to be rolled out this year with the DSWD’s issuance of the implementing guidelines last January 6. (AKDL)

Sa isang panayam sa PTV Bagong Pilipinas Ngayon, ipinaliwanag ng DSWD chief na ang 4Ps F1KD grant ay naglalayong tulungan ang household-beneficiaries, na magkaroon ng access para sa mga serbisyong tungkol sa edukasyon at kalusugan.

Ayon sa Kalihim, ang buwanang F1KD health grants na Php350 ay makakatulong sa mga w4Ps beneficiaries na buntis at nagpapasusong ina upang makaagapay sa mga gastusin sa pagpapa checkup gayundin ng para sa kalusugan ng sanggol sa panahon ng pagpapalaki dito.

Upang matanggap ang monthly F1KD grants, ang mga qualified 4Ps beneficiaries ay kinakailangang sumunod sa inilatag na kundisyon ng programa kabilang ang pre-natal checkup sa mga DOH-accredited health facilities, tracking pregnancy, ante-natal care services, panganganak sa isang DOH-accredited health facility, pagdalo sa mga post-natal visits, paglahok sa mgacounseling sessions, at paginum ng micronutrient supplements at pagkakaroon ng immunizations.
