The Commission on Audit gives a nod to the internal audit processes of the Department of Social Welfare and Development (DSWD), saying that they find these as evidence-based, precise, and well-organized.

DSWD’s Internal Audit Service (IAS) conforms to the Philippine Government Internal Audit Manual (PGIAM) as reviewed by the Commission on Audit’s Quality Assurance Review Team (COA-QART) as part of the project “Engagement of an Independent Quality Assurance for the Review of the DSWD-IAS.”

The Quality Assurance Review (QAR) is one of the strategies to ensure that IAS achieves its goal of quality performance and service delivery, through the review of a reliable and independent audit body.

Headed by Commissioner Heidi L. Mendoza, the COA-QART review covered the organizational components of IAS to include its management, staff, and processes.

The COA review also focused on IAS’s effectiveness in carrying out its mission and mandate to support the objectives of the Department and improve its operational management.

As a result of the review covering the period from January 2013 to July 2014, the COA-QART issued the overall opinion that “the DSWD-IAS operations conform with the standards set by PGIAM’s National Guidelines on Internal Control System (NGICS), as well as the International Standards for the Practice of Professional Internal Auditing (ISPPIA).” The COA-QART also concluded that IAS adheres to the Code of Ethics.

As part of its goal of good governance, the Department continuously strengthens its internal audit service to ensure transparency and quality operations of programs and projects. ###
