The Department of Social Welfare and Development (DSWD) has released its guidelines for the implementation of the First 1,000 Days (F1KD) of Life conditional cash grant under the Pantawid Pamilyang Pilipino Program (4Ps), an agency official said on Monday (January 13).
“The DSWD has been very vocal in supporting the Marcos administration’s goal to alleviate hunger and improve the nutritional status of poor and vulnerable Filipinos. Through the provision of the F1KD grant for qualified beneficiaries, we will be able to improve the health-seeking behavior of our 4Ps beneficiaries and prioritize the needs of young children to prevent stunting and malnutrition,” Asst. Secretary Irene Dumlao said.
According to Asst. Secretary Dumlao, who is also the DSWD spokesperson, the guidelines are stipulated in the Department’s Memorandum Circular (MC) No. 1 series of 2025 signed by
Secretary Rex Gatchalian on January 6.
The 4Ps F1KD cash grant is an additional financial assistance grant that aims to cover essential health and nutrition expenses during this critical period of a child’s life.
It aims to provide monthly health grants worth Php350 to female 4Ps beneficiaries who are pregnant and households that have children from 0 to 2 years old.
To ensure favorable health outcomes for 4Ps mothers and their children, Asst. Secretary Dumlao said the 4Ps F1KD grants have conditionalities aligned with the implementation of Republic Act No. 11148 or the Kalusugan at Nutrisyon ng Mag-Nanay Act and existing protocols set by the Department of Health (DOH).
The conditionalities include accessing pre-natal services at DOH-accredited health facilities, tracking pregnancy and receiving ante-natal care services, child birthing or delivery at a DOH-accredited health facility, attending post-natal visits, participating in counseling sessions, and
obtaining micronutrient supplements and immunizations, among others.
In terms of monitoring the compliance of the 4Ps beneficiaries, concerned health facilities will determine whether or not the target beneficiaries are compliant with the 4Ps F1KD conditions which will be the basis for the release of the monthly cash grants.
In cases when compliance with the 4Ps F1KD conditions becomes extremely challenging or difficult for beneficiaries living in geographically isolated and disadvantaged areas (GIDA), the concerned health worker shall determine measures to ensure that needed health and nutrition interventions are provided promptly to the concerned beneficiaries.
The beneficiaries affected by this circumstance will be deemed compliant with the 4Ps F1KD conditions. These beneficiaries will then be eligible to receive the F1KD cash grants.
The 4Ps F1KD is set to take effect this month of January. (AKDL)

Ayon sa kanya, ang bagong guidelines ay nakasaad sa Memorandum Circular (MC) No. 1 series of 2025 na nilagdaan ni Secretary Rex Gatchalian nitong January 6.
Layon aniya ng karagdagang 4Ps F1KD cash grant na mapaloob ang essential health at nutrition expenses ng ina at anak nito sa panahon ng pagdadalantao o pagbubuntis.
Dagdag na monthly health grants na nagkakahalaga ng Php350 para sa buntis na 4Ps beneficiaries at may anak na may edad mula 0 hanggang 2 years old.
Ayon kay Asst. Secretary Dumlao upang matiyak ang kapakanan ng ina at sanggol nito, ang 4Ps F1KD grants ay may mga kondisyon na kailangang sundin batay sa Republic Act No. 11148 o Kalusugan at Nutrisyon ng Mag-Nanay Act at existing protocols na ipinapatupad ng Department of Health (DOH).
Kabilang sa mga kondisyon ay ang pre-natal services sa mga DOH-accredited health facilities, tracking pregnancy at receiving ante-natal care services, panganganak sa isang DOH accredited health facility, pagdalo sa post-natal visits, pagsama sa mga counseling sessions, at paginom ng mga micronutrient supplements kabilang ang bakuna.
Upang ma-monitor naman ang compliance ng isang 4Ps beneficiaries, sa mga kundisyon na nakasaad sa F1KD, nakatutok dito ang concerned health facilities. ito din ang magiging basehan para mairelease ang monthly cash grants.
Para naman sa mga nasa malalayong beneficiaries o yaong mga nakatira sa geographically isolated and disadvantaged areas (GIDA), ang concerned health worker ang siyang tututok at magbibigay ng health and nutrition interventions para sa mga beneficiaries.
