The Department of Social Welfare and Development (DSWD), represented by Assistant Secretary for External Assistance and Development Juan Carlo Marquez, participated in the ASEAN Dialogue on the UN Convention on the Rights of the Child (UNCRC) General Comment No. 26, held on October 2-3 in Makati City.

The event gathered key stakeholders from across Asia to address children’s rights and environmental concerns.

In his keynote address, Asst. Secretary Marquez highlighted the importance of collective action in promoting and safeguarding children’s rights, not just in the Philippines but across the ASEAN region. He emphasized that while General Comment No. 26 primarily addresses environmental issues, it also serves as a framework for broader concerns such as access to education, healthcare, and protection from exploitation.

“This Dialogue is vital for fostering multi-sectoral collaboration. No single entity can address the complex challenges faced by children today. By engaging government, civil society, international organizations, and other key stakeholders, we can create a comprehensive and unified approach to child rights protection,” Asst. Secretary Marquez said in his message.

Assistant Secretary Marquez also underscored the Philippines’ approval of the 4th National Plan of Action for Children (2024-2028), which seeks to strengthen protection for children’s rights, particularly the most vulnerable. The plan incorporates climate-resilient strategies and long-term health initiatives, with child protection as a cross-cutting priority throughout its implementation.

Discussions during the event focused on policy frameworks that connect children’s rights and environmental protection, with a particular emphasis on ASEAN and AICHR policies and relevant UN instruments. Participants also shared their experiences on their advocacy for child protection and raising awareness about environmental threats, particularly the harmful effects of toxic chemicals on children.

The dialogue was attended by representatives of the ASEAN Intergovernmental Commission on Human Rights (AICHR), the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC), ASEAN Secretariat, ASEAN Sectoral Bodies, national human rights institutions, government officials, and civil society organizations.
