As digital transactions grow more prevalent, the Department of Social Welfare and Development’s (DSWD) Digital Financial Literacy for the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) is one of the agency’s proactive approaches in ensuring financial inclusivity and sustainability.

4Ps Social Marketing Division Chief Marie Grace Ponce said the digital financial literacy initiative is particularly aimed at instilling the values of responsible financing among beneficiaries in the context of the fast-evolving digital landscape.

“Isa talaga sa mga prayoridad ng 4Ps ay maturuan yung mga benepisyaryo kung paano i-manage ‘yung kanilang kita, mag-ipon, paghandaan yung kanilang kinabukasan. Dito pumapasok yung financial literacy, na ngayon nga ay nag-scale up na rin sa digital financial literacy kung saan tinuturan natin ang ating mga sambayanan kung paano pina-priority ang responsableng paggastos,” SMD Chief Ponce told the online program “4Ps Fastbreak” on Wednesday (December 11).

Implemented on its pilot phase last February, the digital financial literacy initiative is aligned with Republic Act 11310 or the “Act Institutionalizing the 4Ps”, outlining the importance of providing beneficiaries with capability-building activities to improve their well-being.

Ever since its implementation, apart from traditional financial literacy, family development sessions (FDS) thoroughly covered the concept of digital financial literacy, discussions on available digital and financial services.

SMD Ponce said the initiative comes in timely as cash grant disbursements through digital wallets increasingly become the viable options to some beneficiaries.

Inclusive of teaching ways to determine threats and scams that usually plague digital transactions, the initiative serves as the agency’s uncompromising approach in safeguarding beneficiaries, while empowering them to utilize technology to their advantage.

“Syempre tinitignan din natin yung mga gusto rin mas ma-maximize ng mga beneficiaries yung kanilang cash grants, hindi lang sila naiimpok sa banko kundi may ino-offer din ang mga digital wallet ng alternative ways kung paano ma-maximize yung kanilang pera at pwede yung ma-explore nila kung papaano mag-invest,” SMD Ponce explained.

Launched in 2008 and institutionalized in 2019 through Republic Act No. 11310 or the 4Ps Act, the program provides cash grants to more than 4 million households whose children are given subsidies to finish elementary and senior high school and supported with health and nutrition grants.

Dahil sa modernong paglaganap ng digitalisasyon maagap na ginagabayan ng Department of Social Welfare and Development (DSWD) ang mga benepisyaryo ng Pantawid Pamilyang Pilipino Program (4Ps) sa pamamagitan ng Digital Financial Literacy.

Sa ginanap na 4Ps Fastbreak nitong Miyerkules (December 11) sinabi ni 4Ps Social Marketing Division Chief Marie Grace Ponce “Isa talaga sa mga prayoridad ng 4Ps ay maturuan yung mga benepisyaryo kung paano i-manage ‘yung kanilang kita, mag-ipon, paghandaan yung kanilang kinabukasan. Dito pumapasok yung financial literacy, na ngayon nga ay nag-scale up na rin sa digital financial literacy kung saan tinuturan natin ang ating mga sambayanan kung paano pina-priority ang responsableng paggastos.”

Ang digital financial literacy ay batay sa Republic Act 11310 or the “Act Institutionalizing the 4Ps”, kung saan nakasaad dito ang kahalagahan na mabigyan ng capacity building activities ang mga benepisyaryo ng programa, kasama na nga rito ang pagtuturo kung paano i-manage ang kanilang kita o income.

Simula ng ma-implement ang financial literacy, isinama na ito sa mga family development sessions (FDS), dito itinuturo sa mga beneficiaries ang mga financial services sa pamamagitan ng digitalisasyon.

Sabi pa ni SMD Ponce kabilang sa mga inisyatibo ng digitalisasyon ay ang cash grant disbursements na inilagay sa mga digital wallets. Nagpapabilis ito para sa mga beneficiaries ng programa na magkaroon ng option upang magamit ng tama ang cash incentives na nakuha.

Sinimulan ng 2008 at naisabatas batay sa Republic Act No. 11310 ng 2019, ang 4Ps ay isang national poverty reduction strategy and human capital investment program na nagbibigay ng conditional cash transter sa mga mahihirap na pamilya sa loob ng pitong taon upang mapabuti ang kalusugan, nutrition at edukasyon ng mga bata.
