More than 400,000 waitlisted households have been validated by the Department of Social Welfare and Development (DSWD) as eligible for the Pantawid Pamilyang Pilipino Program (4Ps) once the spots are vacated by families who have exited the program.
Director Gemma Gabuya, the DSWD’s 4Ps National Program Manager, said that as of September 30, more than 400,000 households are next in line to replace the beneficiaries who have graduated from the program through the “Pugay Tagumpay” ceremony.
In July 2023, DSWD Secretary Rex Gatchalian ordered the re-assessment of the 4Ps beneficiaries who were tagged as “non-poor” by the Listahanan 3. The re-assessment, as explained by Director Gabuya, resulted in the reinstatement of more than 700,000 beneficiaries.
“Nagbalik na yung mga dati na non-poor at naging subsistence o survival kaya hindi agad nakapasok , because nakita nga ng management, particularly ni Secretary Rex, na hindi pa lahat handa na talagang mag exit from the program,” Director Gabuya said during a DSWD media forum.
Director Gabuya said the exit of the households is in line with the provisions of Republic Act No. 11310 or the 4Ps Law which states that “a qualified household-beneficiary shall be deemed to exit from the program, when the last monitored child in the household turns 19-years-old.”
At present, the DSWD is facilitating the graduation from the program of households who no longer have eligible children or those enrolled in the elementary, high school and senior high school.
Director Gabuya said the DSWD will undertake a validation process to determine the eligibility of over 1 million households identified as potential 4Ps beneficiaries.
“These are the pool of poor households which were extracted from the Listahanan 3 or the National Household Targeting System for Poverty Reduction (NHTS-PR),” Director Gabuya pointed out.
Director Gabuya explained that these are only potential households and they are subject to further checking and validation to determine whether they are eligible or not qualified based on the program criteria.
To be eligible for the program, identified poor and near poor households or families must be willing to comply with the conditions and must have 0-18 years old family member; and/or with a pregnant family member at the time of registration.
Once validated and found to be eligible, they will replace the beneficiaries who have already exited from the program, according to Director Gabuya.
Launched in 2008 and institutionalized by Republic Act No. 11310 in 2019, the 4Ps is the national poverty reduction strategy and human capital investment program that provides conditional cash transfer to poor households for a maximum period of seven years to improve their children’s health, nutrition, and education.
Each household beneficiary receives Php750 per month for health; Php300 per child in elementary, Php500 per child in junior high school, and Php700 per child in senior high school for education, with a maximum of three children per household for 10 months in a school year; and a monthly rice subsidy of Php600 for active and compliant households.
More than four million households nationwide are registered beneficiaries of the 4Ps. (YADP)

Nauna nang iniutos ni DSWD Secretary Rex Gatchalian noong July 2023, ang re-assessment ng mga 4Ps beneficiaries na maituturing na “non-poor” base sa Listahanan 3. Ang re-assessment, ayon na rin kay Director Gabuya,ay resulta ng reinstatement ng higit sa 700,000 beneficiaries.

Sa kasalukuyan, minamadali na ng ahensya ang pag-facilitate ng graduation para sa mga households na hindi na karapatdapat sa programa o yaong mga benepisyaryo na wala ng anak na nagaaral sa elementary, high school at senior high school.
Ayon pa kay Director Gabuya magsasagawa rin ang DSWD ng validation process upang tignan ang eligibility ng higit 1 million households identified as potential 4Ps beneficiaries.

Gayunman, sinabi na rin ni Director Gabuya na potential households pa lamang aniya ang nakikita nila dito, dahil kailangan pa ring dumaan sa masusing pagsisiyasat at validation upang madetermina mula dito kung kwalipikado ba ang mga ito sa nakalatag na program criteria.
Upang maging karapatdapat sa programa, ang mga identified poor at near poor households o families ay kailangang sumunod sa mga kondisyon ng 4Ps.

Bawat household beneficiary ay tumatanggap ng Php750 kada buwan para sa health; Php300 bawat bata na nasa elementarya, Php500 sa junior high school, at Php700 sa senior high school , sila ay nakakatanggap ng cash subsidy with maximum of three children per household sa loob ng sampung buwan bukod pa ang monthly rice subsidy na Php600 para naman sa active and compliant households.
Sinimulan ng 2008 at naisabatas batay sa Republic Act No. 11310 ng 2019, ang 4Ps ay isang national poverty reduction strategy and human capital investment program na nagbibigay ng conditional cash transter sa mga mahihirap na pamilya sa loob ng pitong taon upang mapabuti ang kalusugan, nutrition at edukasyon ng mga bata.# (MVC)
