President Ferdinand R. Marcos Jr. has expressed satisfaction on the existing disaster response protocol of the Department of Social Welfare and Development (DSWD) which is working well and has been helpful in efficiently meeting the needs of disaster-affected families, including those hit recently by Tropical Storm Enteng.
“Okay, I think the SOPs that we have put into place are working well. They are continuing to provide the required assistance in the areas that have been hit. So, we can look to these protocols as a continuing process that we always do as disaster comes,” President Marcos said during the briefing on the effects of Tropical Storm Enteng on Wednesday (September 4) at the National Disaster Risk Reduction and Management Council (NDRRMC) in Camp Aguinaldo, Quezon City.
The President made the remark at the end of the presentation of DSWD Secretary Rex Gatchalian, who reported on the agency’s on-going response to the effects of Enteng, highlighting efforts that ensure the replenishment of stand-by funds, family food packs (FFPs) and non-food items (NFIs).
According to President Marcos, the agency’s standard operating procedure of year-round replenishment of relief supplies has been vital in assisting the government’s simultaneous disaster response efforts nationwide.
In his report to the President, Secretary Gatchalian underscored the DSWD’s readiness in dispatching more FFPs and NFIs to local government units (LGUs) in support of their relief operations and to continuously procure additional resources for future use.
“Mr. President, before Enteng struck, we were able to restore our national stockpile to 1.7 million family food packs spread across the country. So now we’re doing both response and stockpiling. Kasi we’ll be using up our stockpile in those said regions but we’re confident mahahabol naman namin yun. As we speak right now, we’re deploying and we’re packing and we’re stockpiling,” Secretary Gatchalian said.
This standard procedure, according to Secretary Gatchalian, enabled the DSWD to secure the sustainability of the agency’s supplies for disaster operations despite the impact of previous weather disturbances like Typhoon Carina.
“Carina closed at 1.5 million family food packs in a span of three weeks. So as you mentioned, na-wipe out yung stockpile natin. But we were able to restore, with your instruction and the supplemental cash that came in from NDRRMC, we were able to restore the power back to 1.7 million. And then now we’re probably going back to 1.5. But we are continuously stockpiling to reach again the 1.7 to 2 million mark,” the DSWD chief pointed out.
As of press time, the DSWD has so far released 133,190 boxes of FFPs as augmentation support to the affected LGUs in the National Capital Region (NCR), Regions 2 (Cagayan Valley), 3 (Central Luzon), 4-A (CALABARZON), 5 (Bicol), and 8 (Eastern Visayas).
Of this number, the biggest chunk of 54,100 FFPs were given to NCR; followed by 24,461 to Bicol; 21,023 to Central Luzon; 20,190 to Eastern Visayas; 12,979 to CALABARZON; and 437 to Cagayan Valley.
These FFPs are either prepositioned in DSWD Field Offices, released to local government units (LGUs); or currently being delivered/picked-up by LGUs. #
