A senior official of the Department of Social Welfare and Development (DSWD) cited strong national and regional policies as vital factors in the protection of persons in the event of disasters (PPED) during a side-event of the 34th International Conference of the Red Cross and Red Crescent held in Geneva, Switzerland last October 28.

“The Philippines, being a disaster-prone country, ensures that its disaster risk management laws are properly implemented, as well as, revisited to match the ever-increasing frequency and severity of disasters,” said Asst. Secretary for Disaster Response Management Group (DRMG) Irene Dumlao, who served as one of the panelists in the side-event of the conference entitled, “Advancing Protection of Persons in the Event of Disasters: Exploring Multi-stakeholder Perspectives, Practice Insights and Legal Frameworks.”

Aside from strong Philippine laws, Asst. Secretary Dumlao also highlighted the significance of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) in protecting people and responding to the devastating impact of disasters in the Southeast Asian region.

The AADMER is a document ratified by all ASEAN member states that provides effective mechanisms for a proactive regional framework for “cooperation, coordination, technical assistance, and resource mobilization in all aspects of disaster management.”

It aims to ensure substantial reduction of disaster losses in the ASEAN region.

Joining Asst. Secretary Dumlao as panelists in the side-event were Philippines Permanent Representative Carlos Sorreta; Kenya Permanent Representative Fancy Chepkemoi Too; United Nations Office for Disaster Risk Reduction (UNDRR) Head of Global Risk Management and Reporting and Senior Programme Management Officer Jenty Kirsch-Wood; and, International Federation of the Red Cross and Red Crescent Societies (IFRC) Secretary General Jagan Chapagain;

IFRC Director Frank Mohrhauer served as the moderator in the panel discussion.

Held on October 28 to 31, the 34th International Conference of the Red Cross and Red Crescent, which was was co-organized by the International Committee of the Red Cross (ICRC) and the International Federation of Red Cross and Red Crescent Societies (IFRC), aims to provide a platform for state parties to discuss and strengthen humanitarian action towards.
